The Halsey class is the primary screening and scouting platform for the
NASDF.  Because of this, they and their FIST counterparts are the most
numerous ship type encountered in the Georgia system area.  They can be found
operating solo, escorting convoys, or operating as the outer perimiter of a
fleet.  In fact, the only real difference between the two classes of ships
are their hull forms, and the fact that the FISTs l'Enfant class' weapon is
lazer based as compared to the Halsey's high velocity railcannons.  When
assigned fleet duties, the Halseys concentrate on Anti Missile, Anti Mecha
operations, leaving the job of taking the fight to the enemy to the Carrier
or her cruiser escort.

For the purposes of game balance, I've made the following house rulings:
Reactive Shields=Screens.  They therefore MUST have a reset of X, and are
automatically Scaled and Alabative with a cost modifier of 0

In addition, "HyperDrive" represents the ability to use a Wormhole.
Otherwise it performs exactly as Sublight drive. (1 au/day)
